I just saw the orginial photo, which is absolutely amazing. I have lots of places around my house which I could do stuff like that but I don't have photoshop. And even if I did I haven't learned how to use it yet. :P

that's not photoshop (at least not the basic effect), but a camera filter blocking everything but the infrared light. it causes surreal effects such as silver leafs.
just search for "infrared photography" here on DA or google it.

Neat concept of Gallifrey if that's the place you're depicting in the picture. The alien-ness is soothing, relaxing, and yet noticeable. I've noticed quite a few infrared photos look like alien worlds with white plants, but this is the first time I've seen someone try to use one as a depiction of another planet.

The Tardis and the Doctor look well-placed here, like they belong. :)

It's probably becuase most of the photographers shooting those aren't exactly sci-fi fans? :D

I dunno. I'm guessing. What's neat is someone could manip an infrared shot into all kinds of things with the science-fiction angle.
